The four NDIS Core Modules
The NDIS Core Module has four parts every registered provider is audited against. This guide explains what each asks for, the etrainu courses that map to it, and how to evidence coverage across your workforce, so proving it at audit is as simple as pulling a report.
If you run a registered NDIS service, the Core Module of the NDIS Practice Standards applies to you. It is the baseline every registered provider is audited against, and it is organised into four parts. Knowing what each part asks for is the first step. The harder part, and the one that decides how an audit goes, is being able to show that your whole workforce actually meets them. Here is a plain walk-through of the four parts and how to provide evidence for each.
1. Rights and responsibilities
This part is about the rights of participants and the responsibilities you have towards them. The outcome is that each person accesses supports that uphold their legal and human rights, and that they can exercise informed choice and control. It covers person-centred support, individual values and beliefs, privacy and dignity, independence and informed choice, and protection from violence, abuse, neglect, exploitation and discrimination.

2. Governance and operational management
This part is about how your organisation is run. The outcome is that each participant's support sits under sound governance and operational systems, scaled to the size of your organisation and the complexity of the supports you deliver. It covers areas such as risk management, quality management, information handling, human resource management and continuity of support.
Keep records of policy sign-offs, role-specific training for people with governance duties, and a clear training plan that maps who needs what.

3. Provision of supports
This part is about how supports are actually planned, delivered, and reviewed. The outcome is safe, high-quality support that meets each person's needs. It covers access and planning, agreements with participants, responsive support, and how supports are delivered day-to-day, including safe practice in tasks such as manual handling and medication assistance, where they are part of the role.

4. The support provision environment
This part is about the environment where supports are delivered. The outcome is that support happens in a safe, clean and suitable setting. It covers safe environments, participant money and property, management of medication, and management of waste.

Evidencing coverage across the whole workforce
The four parts tell you what to cover. An audit asks you to prove it for every worker, not just on average. A few habits make that straightforward.
- Keep a training plan that maps each role to the training it needs, and ties that training to the relevant Quality Indicators.
- Record completions in one place, so you can produce evidence for any worker quickly.
- Capture competency, not just attendance, for high-risk and practical tasks.
- Track refresher dates, especially for infection control, CPR and other time-bound requirements.
- Review the plan when roles change or when the standards are updated.
